Summary of the House Committee Version of the Bill

HCS SCS SB 272 -- EXCURSION GAMBLING BOAT ADMISSION FEES

SPONSOR:  Gross (Dempsey)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Rules by a
vote of 7 to 0.

This substitute limits the expenditure of excursion gambling boat
admission fees received by any home dock city or county located
in St. Charles County.

Expenditures for Fiscal Year 2008 and thereafter are limited to
the percentage that admission fees are to the total revenues of
the home dock city or county for Fiscal Year 2007.  Any amount in
excess of this limitation will be used for property tax relief.

Expenditures, other than for certain capital, cultural, and
special law enforcement purposes, are limited beginning in Fiscal
Year 2010 to 30% of the percentage that these expenditures are to
the total received for admission fees.  In Fiscal Year 2015,
expenditures will be limited to 20%.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that admission fees are increasing to
the point that excess revenues are being created.  The bill will
allow the city to use these excess revenues for other purposes
than originally authorized.

Testifying for the bill was Representative Dempsey on behalf of
Senator Gross.

OPPONENTS:  There was no opposition voiced to the committee.
